"World Bank Can't Interpret It For Us": India On Indus Water Treaty

India on Thursday questioned the World Bank's decision to appoint a Court of Arbitration and a neutral expert under two separate processes to resolve differences between New Delhi and Islamabad over the Kishenganga and Ratle hydroelectric projects in Jammu and Kashmir. 

Last week, India issued a notice to Pakistan seeking a review and modification of the 62-year-old Indus Waters Treaty (IWT) for management of cross-border rivers following Islamabad's "intransigence" in handling disputes.

"I do not think they (World Bank) are in a position to interpret the treaty for us. It is a treaty between our two countries and our assessment of the treaty is that there is a provision of graded approach," External Affairs Ministry Spokesperson Arindam Bagchi said.

India took the significant step of sending the notice to Pakistan conveying its intent to amend the treaty months after the World Bank announced appointing a neutral expert and a chair of Court of Arbitration to resolve the differences over the Kishenganga and Ratle hydroelectric projects.

New Delhi has been particularly disappointed over the appointment of the Court of Arbitration.

"India's Indus Water Commissioner issued a notice on January 25 for the modification of the Indus Waters Treaty of 1960 to his Pakistani counterpart," Mr Bagchi said at a media briefing while replying to a question on the matter.

"This notice was issued with the intent to provide an opportunity to Pakistan to enter into government-to-government negotiations to rectify ongoing material breach of the treaty," he said.

Mr Bagchi said India called upon Pakistan to notify a suitable date for the commencement of inter-state bilateral negotiations under article 12(III) of the treaty within 90 days.

"I am not aware of a response from Pakistan as yet. I am not aware of any response or comment by the World Bank," he said.

The World Bank's role is procedural and it appoints neutral experts or the chair of the court of arbitration in case of differences between India and Pakistan on issues relating to cross-border rivers.

"I do not think they (World Bank) are in a position to interpret the treaty for us. It is a treaty between our two countries and our assessment of the treaty is that there is a provision of graded approach," Mr Bagchi said.

New Delhi considers the start of the two concurrent processes to resolve the dispute a violation of the provision of the graded mechanism prescribed in the pact and wondered what will happen if the mechanisms come out with contradictory judgements.

"The world bank itself, around five-six years ago, acknowledged the problem of having two parallel processes. Our interpretation and assessment is that this is not in consonance with the provisions of the treaty and hence we have been talking about a graded approach," Mr Bagchi said.

The spokesperson said India's position on the matter has not changed at all.

"I do not know whether the World Bank has changed its position on it," he said.

India has not cooperated with the Court of Arbitration.

Under the pact, any differences need to be resolved under a three-stage approach. However, in the cases of Kishenganga and Ratle hydroelectric projects, the World Bank started two concurrent dispute redressal processes at the insistence of Pakistan that India felt was a breach of the IWT, according to sources.

'Next Superstars': Anil Kumble Lavishes Praise On Team India Duo

Former India captain Anil Kumble was all praise for youngsters Arshdeep Singh and Ishan Kishan. During a recent discussion, Kumble was asked to pick two players who could be the next superstars for India. In the bowling department, Kumble chose Arshdeep, having worked with him at Punjab Kings, while Kishan was his pick in the batting department, adding that both players have done extremely well in whatever cricket they have played at international level.

"Having worked closely with someone like Arshdeep, it's wonderful to see him grow into what he's done for India. I would look at Arshdeep as the next superstar bowler coming through. From a batting perspective, Ishan Kishan is someone who's been wonderful in the opportunities he's got. He got a double hundred and he's someone who I think will be a superstar," Kumble said on Jio Cinema's show Legends Lounge.

Arshdeep, who made his T20I debut against England in July 2022, has been under the scanner for bowling a barrage of no balls in his last five appearances in T20Is.

He conceded five no balls in the 2nd T20I against Sri Lanka last month, the most by an Indian bowler in the format.

Kishan, on the other hand, scored a double ODI hundred against Bangladesh last year. However, he was dropped from the team for the home ODI series against Sri Lanka last month.

He got a chance to play the ODIs against New Zealand, but had to bat down the order due to the presence of captain Rohit Sharma and Shubman Gill at the top of the order.

Samsung Galaxy S23, Galaxy S23+, Galaxy S23 Ultra Launched

Samsung Galaxy S23 series was launched by the company on Wednesday. The new Samsung Galaxy S23, Galaxy S23+, and Galaxy S23 Ultra smartphones were launched at the Galaxy Unpacked event. The latest flagship handsets are powered by a customised version of Qualcomm's Snapdragon 8 Gen 2 SoC and sport Dynamic AMOLED 2X displays. The Galaxy S23 family is the first smartphone series to feature Gorilla Glass Victus 2 protection. The Galaxy S23 and Galaxy S23+ flaunt an identical triple rear camera setup, while the Galaxy S23 Ultra, the most premium model in the range, houses a superior 200-megapixel quad rear camera system.

The company claims that the new models offer improved 'Nightography' capabilities over the Galaxy S22 series. The Samsung Galaxy S23 Ultra comes with S Pen support, like its predecessor. All three models offer up to 120Hz refresh rate and feature 12-megapixel selfie cameras. They run on One UI 5.1 and are IP68-rated for dust and water resistance.

Samsung Galaxy S23 specifications

The Samsung Galaxy S23 runs on Android 13 with One UI 5.1 on top and features a 6.1-inch full-HD+ Dynamic AMOLED 2X display with up to 120Hz refresh rate that can drop to as low as 48Hz. The display has a Vision Booster feature for improved visibility in outdoor usage and has Gorilla Glass Victus 2 protection. It is rated to offer a 240Hz touch sampling rate in Game Mode. On the front, it sports a 12-megapixel selfie sensor with an f/2.2 aperture lens and an 80-degree field-of-view.

Samsung has provided an upgraded camera app on the Galaxy S23 models that supports camera advancements including 8K video recording at 30 frames per second (fps), 360-degree audio recording feature and more.

There is up to 512GB of inbuilt storage on the Galaxy S23. Connectivity options include 5G, 4G LTE, Wi-Fi 6E, Bluetooth 5.3, Wi-Fi direct, and a USB Type-C port. Further, the phone comes in IP68-rated dust- and water-resistant build. It also features Samsung Knox security and support for the company's Knox Vault.

Samsung has equipped the Galaxy S23 with a 3,900mAh battery that supports 25W wired charging and 15W wireless charging that is said to be capable of charging the battery up to 50 percent in as little as 30 minutes. It also comes with Wireless PowerShare for charging other devices that have wireless charging support.

Besides, the phone measures 170.9x146.3x7.6mm and weighs 168g.

Samsung Galaxy S23+ specifications 

The Samsung Galaxy S23+ has plenty of similarities with the regular Galaxy S23. The former also runs on Android 13-based One UI 5.1 and features a 6.6-inch full-HD+ Dynamic AMOLED 2X display with a refresh rate ranging from 48Hz to 120Hz and 240Hz touch sampling rate in game mode. The display supports the Vision Booster feature and has Gorilla Glass Victus 2 protection. Like the vanilla model, the Galaxy S23+ is also powered by the customised version of Qualcomm's latest SoC, known as Qualcomm Snapdragon 8 Gen 2 Mobile Platform for Galaxy.

The Galaxy S23+ features the same triple rear camera setup as the Galaxy S23. It also includes a 12-megapixel selfie sensor with an f/2.2 aperture lens and 80-degree field-of-view.

Samsung has equipped up to 512GB onboard storage on the Galaxy S23+. Connectivity options on the handset include 5G, 4G LTE, Wi-Fi 6E, Bluetooth 5.3 and USB Type-C port. It comes with Samsung Knox and Knox Vault features. It is also IP68 rated for dust and water resistance.

The Galaxy S23+ packs a 4,700mAh battery that supports 45W wired charging that's said to deliver up to 65 percent charge in as little as 30 minutes. It supports Fast Wireless Charging 2.0 which offers 15W charging speeds and Wireless PowerShare support for reverse wireless charging. It measures 76.2 x 157.8 x 7.6mm and weighs 196g.

Similar to last year's lineup, Galaxy S23 Ultra is the most premium smartphone in the new lineup. It also runs on Android 13 with One UI 5.1 on top and features a 6.8-inch Edge QHD+ Dynamic AMOLED 2X Display that has a dynamic refresh rate of 1–120Hz and a touch sampling rate of 240Hz in Game Mode. Like the other two models, the phone is powered by a custom version of Qualcomm's Snapdragon 8 Gen 2 SoC, along with up to 12GB of RAM.

For optics, the Galaxy S23 Ultra comes with a premium quad rear camera setup, led by a 200-megapixel primary wide camera with an f/1.8 lens and an 85-degree field of view. The rear camera unit also includes a 12-megapixel ultra-wide shooter with f/2.2 aperture and 120 degrees field of view, a 10-megapixel telephoto shooter with f/2.4 aperture lens and 3x optical zoom, and another 10-megapixel telephoto shooter with 10x optical zoom support. For selfies and video chats, it has a 12-megapixel camera at the front with an f/2.2 lens and an 80-degree field of view.

The Galaxy S23 Ultra offers up to 1TB of onboard storage. Connectivity options include 5G, 4G LTE, Wi-Fi 6E, Bluetooth 5.3 and a USB Type-C port. Samsung has also bundled the S Pen stylus with the handset. The phone features support for Samsung Knox security and Knox Vault. It comes with an IP68 rating for dust and water resistance.

It is backed by a 5,000mAh battery that supports 45W wired charging and Fast Wireless Charging 2.0 which offers 15W charging speeds. The charging technology is claimed to fill the battery 65 percent in just 20 minutes. It also offers Wireless PowerShare for charging other wireless charging-supported devices. Besides, the smartphone measures 78.1 X 163.4 X 8.9mm and weighs 234g.

After Rishikesh Ashram Visit, Kohli's Old Remark On Worshipping Goes Viral

Virat Kohli, who is not a part of India's ongoing T20I series against New Zealand, will be seen in action next at the Border-Gavaskar Trophy which will kick off on February 9. Kohli was in the playing XI for the ODI series against New Zealand that concluded on January 24. During the break, the India star reportedly visited Swami Dayanand Giri Ashram in Rishikesh with wife Anushka Sharma and daughter Vamika. While several photos and videos of the visit were circulated online, a seven-year-old video of Virat Kohli has resurfaced in which he says "do I look the pooja-path types", while replying to a reporter's query.

The video that has resurfaced is from a press conference during T20 World Cup 2016.

"Do I look the pooja-path types? (Do I look like I do prayers and worship?)," Kohli could be seen saying in the video.

In the same clip, Kohli talked about people's perception about him back then.

"It surprises me because initially, a lot about me was wrong. I have tattoos, I like to wear stylish clothes and what not.

"It is very easy to focus on those things (the negative stuff), but very difficult to improve your skills on the daily basis, without thinking about the result too much. My basic thinking is if I am going into a practice session, I want to learn some something, I want to improve. I want to be an improved cricketer even if it is by 0.1 per cent after the end of each practice session," he had said.

Samsung Galaxy S23 and Galaxy S23+ First Impressions: More of the Same

Samsung's Galaxy S series of devices have been an easy recommendation over the years for anyone looking for a no holds barred, premium Android smartphone experience. While the Ultra model now comes with an S Pen stylus (replacing the Galaxy Note) and the best possible camera hardware in the series, it is also priced a lot higher from the standard models, making the regular S series the go-to for someone looking to get a flagship Samsung smartphone.


With the new Samsung Galaxy S23 and the Samsung Galaxy S23+, the upgrades appear quite minor compared to their respective predecessors. The differences are battery related, tweaks to the design, and a newer processor. Let's take a closer look at what's new.

The Samsung Galaxy S23 and Galaxy S23+ appear almost identical to their older counterparts when viewed from the front. It's only from the back, where buyers will notice a few changes. The shiny Armour Aluminium frame is as flat as the one on their predecessors, but the iconic contour-cut camera housing has changed.

Samsung has replaced that with a newer floating camera design which has individual cutouts for each camera. While it feels more in line with last year's Galaxy S22 Ultra, the rings around each camera lens have now received a shiny chrome finish, making them stand out. Samsung has also upgraded the quality of glass.

Both, the front and rear glass on the Galaxy S23 and Galaxy S23+ are made from Corning's Gorilla Glass Victus 2, which according to the brand should be more resistant to shattering when dropped compared to previous models. The phones offer an IP68 rating for dust and water resistance and will be available in Phantom Black, Cream, Green, and Lavender finishes.

The 6.1-inch and 6.6-inch full-HD+ Super AMOLED displays on the Samsung Galaxy S23 and Galaxy S23+ respectively, offer a maximum refresh rate of 120Hz and up to a 240Hz touch sampling rate (in Game Mode). The displays on both phones appear very similar to last year's models and come with no noticeable upgrades.

Thankfully, the Samsung Galaxy S23 and Galaxy S23+ get the same custom SoC like on the more expensive Galaxy S23 Ultra model. Samsung calls it the “Qualcomm Snapdragon 8 Gen 2 platform for Galaxy” and it promises to offer a number of performance-related (CPU, GPU and NPU) enhancements over the standard version. The Galaxy S23 and Galaxy S23+ will come with 8GB of RAM and up to 512GB of storage.

The rear camera setup is quite similar to what's available on the previous model, with a 50-megapixel primary camera (with OIS), 10-megapixel telephoto camera with 3X optical zoom (with OIS), and a 12-megapixel ultra-wide-angle camera. Selfies are handled by a 12-megapixel front-facing camera which can now also record videos in HDR10+ and shoot RAW photos.

The Samsung Galaxy S23's battery capacity has grown from the previous 3,700mAh to 3,900mAh, but the charging speed is still limited to 25W for wired and 10W for wireless charging. The Samsung Galaxy S23+ also gets a bigger 4,700mAh battery (from the previous 4,500mAh) but it can now charge at 45W when plugged in. Wireless charging is still limited to 10W. Both smartphones are powered by One UI 5.1 which is based on Android 13.

Just like last year, Samsung has reserved the best hardware for its ‘Ultra' model and because of that, there's little that has changed with the new Galaxy S23 and the Galaxy S23+ models this year when it comes to features. Adani Board Cancels FPO: Gautam Adani Says "Not Morally Correct" To Go Ahead

Adani Enterprises has called off its Rs 20,000 crore share sale due to prevailing market conditions, the company said on Wednesday, days after a rout in its stocks following criticism by a US short-seller.

The Adani Group had mustered from investors on Tuesday with the follow-on share being fully subscribed on the final day for bids.

But the selloff in Adani group stocks and bonds resumed on Wednesday, with shares in Adani Enterprises plunging 28% and Adani Ports and Special Economic Zone dropping 19%, the worst day on record for both.

The group, in a statement, said that it will return the proceeds of the FPO to insulate investors in the offering from potential losses.

The Board of Adani Enterprises Ltd., (AEL) decided not to go-ahead with the fully subscribed Follow-on Public Offer (FPO).

Given the unprecedented situation and the current market volatility the Company aims to protect the interest of its investing community by returning the FPO proceeds and withdraws the completed transaction.

Gautam Adani, Chairman, Adani Enterprises Ltd said, "The Board takes this opportunity to thank all the investors for your support and commitment to our FPO. The subscription for the FPO closed successfully yesterday. Despite the volatility in the stock over the last week, your faith and belief in the Company, its business and its management has been extremely reassuring and humbling. Thank you.

However, today the market has been unprecedented, and our stock price has fluctuated over the course of the day. Given these extraordinary circumstances, the Company's board felt that going ahead with the issue will not be morally correct. The interest of the investors is paramount and hence to insulate them from any potential financial losses, the Board has decided not to go ahead with the FPO.

We are working with our Book Running Lead Managers (BRLMs) to refund the proceeds received by us in escrow and to also release the amounts blocked in your bank accounts for subscription to this issue.
