US House Passes Debt Ceiling Deal, Bill Now Moves To Senate

US lawmakers voted Wednesday to raise the national borrowing limit as a crucial first step to averting a catastrophic default, greenlighting a pact struck between Washington's warring parties after weeks of brinkmanship and fraught backroom deal-making.

Hammered out between Democratic President Joe Biden and the Republicans in the House of Representatives, the measure suspends the debt ceiling through 2024, slightly cutting government spending next year.

"Passing the Fiscal Responsibility Act is a crucial first step for putting America back on track," said Speaker Kevin McCarthy, the top Republican in Congress.

"It does what is responsible for our children, what is possible in divided government, and what is required by our principles and promises."

Biden hailed the 314-117 vote as a "critical step" to protecting the country's post-pandemic economic recovery that had been achieved through "bipartisan compromise."

The drama capped a tense few days on Capitol Hill, with the Treasury expecting to run out of the money as soon as Monday.

The Republican majority in the House needed help from dozens of Democrats to fend off a right-wing rebellion -- 71 conservatives voted no -- and advance the deal to the Senate, which is expected to follow suit by the end of the week.

McCarthy's lieutenants had spent the final hours frantically whipping votes, as senior Democrats vowed that their members would put the nation's finances above the temptation to give the opposition a bloody nose.

"The consequences of slipping past the deadline would reverberate across the world and take years to recover from," Chuck Schumer, the leader of the Democratic-led Senate, warned ahead of the lower chamber's vote.

"Remember, a default would almost certainly trigger another recession, send costs soaring, kill millions of jobs -- hardworking people thrown out of work through no fault of their own."

Leadership challenge?

The nonpartisan Congressional Budget Office estimates that the proposed spending limits for 2024 and 2025 would trim nearly $1.5 trillion from projected federal budget deficits over the next decade. The total debt is more than $31 trillion.

The vote was the result of weeks of on-off talks between the McCarthy and Biden teams, with Democrats accusing Republicans of holding the economy "hostage" by insisting on spending cuts to accompany the hike in the borrowing cap.

Fiscal hawks on the right of Congress have accused the White House of pushing unsustainable spending programs and say negotiating the future budget must be a condition of hiking the limit, which covers debts already incurred.

The high drama seen in recent debt ceiling and budget fights was absent however as House Minority Leader Hakeem Jeffries had been open that his members would provide enough votes to ensure the bill was never in danger.

But it was a high wire act for McCarthy, whose job would have been on the line had the majority of his members rejected the pact, only to see it pushed through anyway.

Securing 149 Republican votes -- roughly two-thirds of his caucus -- allows McCarthy to project strength in his bid to face down criticism from the Republican right, which has accused him of capitulating to the White House by not demanding steeper cuts.

Some hardliners have openly mused about using a new power granted by McCarthy as part of his pitch for the speakership in January to call for snap vote to oust him.

'Cartoon villain'

House Democratic Whip Katherine Clark described the vote as a "ransom" the Republicans had exacted by offering Americans "devastating cuts or we lose eight million jobs overnight."

"It's hard to take in because it is so cartoon villain-like. But unlike a cartoon, the American people won't snap back up when you drop that economic anvil on their head," she said.

The bill will need 60 votes in the 100-member Senate, and party bosses urged their members to cooperate on a swift rubber stamp vote that they are hoping to hold as early as Thursday evening.

Defense hawks have voiced concerns over a $886 billion cap on defense spending, the amount Biden requested.

Meanwhile senators Jeff Merkley and Bernie Sanders -- a Democrat and an independent who votes with the party -- released separate statements saying they could not "in good conscience" back a bill cutting key federal programs while increasing military spending and demanding no extra tax dollars from billionaires.

Republican Senate leader Mitch McConnell, who largely deferred to McCarthy in the negotiations, will be expected to provide at least a dozen votes, with most of the 51-member Democratic majority locked in.

"Will Not Compromise On...": Sachin Pilot Amid Tussle With Ashok Gehlot

Days after the Congress leadership projected that the tussle in its Rajasthan unit was on hold, Sachin Pilot on Wednesday made it clear that he will not budge on his demands from the Ashok Gehlot government.

On a visit to his Tonk assembly constituency, the dissident Congress leader indicated that it was the last day before what was being seen as an ultimatum to Mr Gehlot ends.

"So, let us see what happens tomorrow," he told reporters.

The feud between the chief minister and his former deputy escalated a few weeks back with Mr Pilot holding a daylong fast demanding action by the state government against "corruption" during the previous BJP term in the state.

And while ending a five-day foot march later, he said this and his two other demands should be met by this month-end or he will launch a state-wide agitation.

Congress chief Mallikarjun Kharge and former party president Rahul Gandhi met the two Rajasthan leaders on Monday. The party said they both had agreed to work unitedly.

But in Tonk, Mr Pilot signalled that he is sticking to his stand.

"I want to say it again that the issues that I had raised, particularly the corruption issue... vast corruption and loot in the previous BJP rule... action will have to be taken on them.

"As far as getting justice for the youth is concerned, I think there is no possibility of any compromise on it," Mr Pilot said, referring to exams for government jobs being cancelled after paper leaks.

"I had said on May 15 that the state government should take action on the issues of corruption by the BJP government and the youth," he said, reminding that this was the "last day of the month".

Pilot said he is waiting for action by the Gehlot government.

"Talks were held in Delhi the day before yesterday. They (the leadership) said the responsibility of taking action lies with the state government. So, let us see what happens tomorrow," he said.

The Congress on Monday had sought to project that all was fine now with its Rajasthan unit, where the two leaders have tussled over leadership since the party's government came to power.

There were suggestions that the party had worked out a formula for both the state leaders to work together and fight the year-end assembly elections unitedly.

Mr Pilot said the filling of vacant posts at the Rajasthan Public Service Commission (RPSC) was necessary for its better functioning.

He said the youths who live in rented accommodation while preparing for competitive examinations suffer when papers get leaked. So the aspirants should get financial compensation in such situations, he added.

Referring to the Congress win in the Karnataka Assembly elections, he said the BJP lost as it repeatedly "deceived" people.

"They talk about double engines. But now those engines have started seizing," Pilot said. The BJP uses the "double engine" analogy to claim that there is development when the party is in power both in the state and at the Centre.

Pilot said the BJP regime in Karnataka was corrupt and the Congress had accused it of being a "40 percent commission" government. The people agreed with this and voted for the Congress, he claimed.

While ending his five-day 'Jan Sangharsh Yatra' in Jaipur, Pilot had made three demands -- reconstitution of the Rajasthan Public Service Commission (RPSC), compensation to youths affected by the leak of exam papers, and a high-level probe into allegations of corruption against the previous Vasundhara Raje government.

"UPA Left Shattered Economy": Union Minister On Morgan Stanley Report

Morgan Stanley's report on how India under Prime Minister Narendra Modi has transformed and gained a position in the world order in less than a decade is the "best and sharpest indictment" of the Congress-led UPA's "lost decade between 2004 and 2014", Union Minister Rajeev Chandrasekhar said on Wednesday.

Speaking to PTI, he said the report reminds Indians how the Congress-led UPA had in 2014 left "a shattered economy". Nine years later, India has emerged as one of the fastest-growing economies in the world with record FDI, the minister said.

"This report that says how India is transformed in less than a decade under Prime Minister Narendra Modi is in my opinion the best and sharpest indictment of the UPA's lost decade between 2004 and 2014," he said.

In the report, Morgan Stanley said significant scepticism about India, particularly with overseas investors, ignores the significant changes that have taken place in India, especially since 2014.

Rejecting criticism that India has not delivered its potential (despite it being the second-fastest-growing economy and among the top-performing stock markets over the past 25 years) and that equity valuations are too rich, saying such a view ignores the systematic reforms in the last nine years.

Chandrasekhar said, "The report goes into details and it reminds Indians that how in 2014 the Congress' UPA had left a shattered economy, almost 14 quarters of runaway inflation, 12 quarters of decline in economy and industrial production, investors running away from the country, a broken financial sector that was characterised by crony corrupt lending by banks, and international big investors like Telenor, Nokia running away from India." "That was the situation in 2014 that this report has rightfully captured," he told PTI.

The Union minister said India has come through the Covid pandemic, one of the "most disruptive times" in the history of the world, and emerged as a stronger nation that has earned "all the respect of the world".

"Whether it is the formalisation of the economy, tax rates that are comparative with the world, and infrastructure... We have become the largest infrastructure in the world today.

"We are the fastest growing innovation economy in the world. We are becoming a technology power in the world... Most importantly, from the eleventh largest economy in the world, we have become the fifth in a short span of nine years under Prime Minister Narendra Modi," he added.

Chandrasekhar said the report indicates that Prime Minister Modi has not only been working for the growth of the nation but he has expanded the economy and brought stability and security.

"He has created good governance despite the fact that in 2014 the UPA and the Congress government had left a total mess for Prime Minister Modi ji to inherit," he added.

Wherever Chennai Super Kings played, be it at home in Chennai or in away matches, Dhoni had the crowd backing him. Ultimately, Dhoni's CSK lifted the IPL title by defeating Gujarat Titans in the final in Ahmedabad. After the final, Dhoni even mentioned that he will try and play one more IPL season, but added that it would also require huge physical effort from his side.

Dhoni will be seeking expert opinion from sports orthopedics in Mumbai on the state of his dodgy left knee before taking a call on his treatment, CEO Kasi Viswanathan said on Wednesday. Now, a video has gone viral on social media where it can be seen that Dhoni is strapping his knee.

Dhoni had played the entire IPL season with a heavily strapped left knee and although he looked absolutely okay while keeping, more often than not batted as late as No.8 and didn't look swift while running between the wickets.

"Yes, it is true that Dhoni will be taking medical advice for his left knee injury and accordingly decide. If surgery is advised, it can only be ascertained after reports come out, it will be completely his call," Viswanathan told PTI.

Is there a possibility that Dhoni will decide against playing next season and thus free up a purse of Rs 15 crore for the mini auction, the CEO replied: "Frankly, we are not even thinking on those lines as we haven't reached that stage.

"It will be completely Dhoni's call. But I can tell you in CSK, we haven't entertained those thoughts," Viswanathan said.

Treatment Of Indian Wrestlers Was "Very Disturbing": IOC

The International Olympic Committee (IOC) has condemned the manner in which the protesting Indian wrestlers were being treated by Delhi Police over the weekend, terming it "very disturbing" in a strongly-worded statement. The IOC's reaction follows the United World Wrestling's (UWW) criticism of the detention of the grapplers during their protest at Jantar Mantar, in which the sport's world body threatened to suspend the national federation if it fails to hold its election within the stipulated time.

The top wrestlers -- Sakshi Malik, Vinesh Phogat, Bajrang Punia and Sangeeta Phogat -- have accused the Wrestling Federation of India's (WFI) outgoing president Brij Bhushan Sharan Singh of sexual exploitation.

"The treatment of the Indian wrestling athletes over the weekend was very disturbing. The IOC insists that the allegations by the wrestlers are followed up on by an unbiased, criminal investigation in line with local law," the IOC said in the statement.

"We understand that a first step towards such a criminal investigation has been made, but more steps have to follow before concrete actions become visible. We urge that the safety and wellbeing of these athletes is duly considered throughout this process and that this investigation will be speedily concluded." Unprecedented scenes of police dragging Olympic and World Championships medallists, including Sakshi, Vinesh, Bajrang and Sangeeta, were witnessed when the wrestlers and their supporters breached the security cordon during their march towards the new Parliament building for the planned women's 'Mahapanchayat' on Sunday.

The wrestlers are demanding the arrest of Brij Bhushan for allegedly sexually harassing several women wrestlers, including a minor.

The IOC further said in its statement, "From the very beginning of the allegations, the IOC has been in close contact with United World Wrestling (UWW), which has already taken measures.

"The IOC supports UWW as the competent sporting authority to address this issue as it pertains to the governance of the sport of wrestling in India. We have been informed by UWW that the President of the Wrestling Federation of India (WFI) is currently not in charge.

"The IOC will continue to support UWW in all their efforts and in the framework of the IOC Guidelines for International Federations and NOCs for safeguarding athletes from harassment and abuse in sport." The IOC asked the Indian Olympic Association (IOA) to take the necessary actions "to protect the athletes and to make sure that the elections of WFI are happening as planned and in line with the regulations of UWW as an International Federation".

The wrestlers had called for a women's Mahapanchayat at the new Parliament building at a time when it was being inaugurated by Prime Minister Narendra Modi.

Expressing its disappointment over the "lack of results of the investigations so far", the UWW on Tuesday said that the sports body will hold a meeting with the wrestlers to inquire about their condition and safety.

Regarding the WFI elections, wrestling's international governing body said in its statement, "... UWW will request further information about the next elective general assembly from the IOA and the Ad-hoc Committee of the WFI. The 45-day deadline that was initially set to hold this elective assembly shall be respected.

"Failing to do so may lead UWW to suspend the federation, thereby forcing the athletes to compete under a neutral flag. It is reminded that UWW already took a measure in this situation by reallocating the Asian Championship planned in New Delhi earlier this year." On April 27, a two-member ad-hoc committee was formed to run the day-to-day affairs of WFI and also conduct the elections. It has been 34 days since, leaving the body with just 11 days to hold the polls.

He Killed Delhi Teen For Rejecting Him In Front Of Her Friends: Cops

Accused Sahil planned for two days the horrific killing of the 16-year-old girl carried out on Sunday evening in the Shahbad Dairy area here after she had rebuffed him in front of her friends and refused to continue their relationship, police claimed on Tuesday.

The 20-year-old accused was sent to two-day police custody by a court. Police officials investigating the case claimed the killing was pre-planned and Sahil was waiting for the victim in a bylane to attack her on May 28.

On Tuesday, new CCTV footage surfaced on social media in which Sahil could be purportedly seen talking to a person just minutes before committing the brutal crime.

During interrogation, Sahil confessed to the murder and told investigators that the victim and her friends had threatened to beat him up if he continued to pressure her to patch up with him, the police claimed.

The victim was stabbed over 20 times and bludgeoned to death on Sunday evening allegedly by Sahil in a busy bylane of the Shahbad Dairy area of northwest Delhi as passers-by looked on in fear and disbelief.

Police said that Sahil had bought the knife used in the crime from Haridwar around 15 days ago. After the murder, he threw it in bushes in Rithala while fleeing to his aunt's residence in Bulandshahr, Uttar Pradesh.

The Delhi Police sought the custody of Sahil, stating that he frequently changed his statements and the weapon used for committing the offence was yet to be recovered, sources said.

According to the police, the victim was found to have 34 wounds on her body and her skull was ruptured.

The aunt of Sahil, who lives in Bulandshahr, demanded suitable punishment for the crime committed by him.

"Sahil should be punished for what he has done. He did this to that girl today, tomorrow he can do the same to us," Shammo, his aunt, told reporters.

"He should be punished for what he (Sahil) has done. We are saying this with folded hands, whatever the punishment may be, beat him or hang him or whatever you do, he should be punished. We have nothing to do with him," she said.

According to the police, Sahil and the teenager were in relationship since June 2021 but had frequent quarrels, and things took a turn for the worse in the last eight days after she told him that she wanted to break up with him.

A senior police official said that during interrogation, Sahil claimed that the girl had started meeting her ex-boyfriend with whom she was in a relationship for three to four years, but they continued their "friendship" even after their break up.

Sahil told police that the teen again developed closeness with her ex-boyfriend as he was doing better financially, this was also one of the reasons which led to their strained relationship.

She was not happy with Sahil and wanted to end their relationship, the police said, adding that the ex-boyfriend who is currently in Jaunpur, Uttar Pradesh has been called to join the investigation.

"When the teen along with two friends Bhawna and Jhabru were in her locality two days ago, Sahil came there and asked her to continue their relationship.

"The girl asked him to stay away from her as she did not want to continue her relationship with him. Her friend Jhabru warned him to stay away from her," the officer said.

The police said that Sahil decided to eliminate the teen as she insulted him in front of her friends, adding that her friend Neetu also used her husband's name to threaten Sahil, saying that he is a criminal and he would teach Sahil a lesson once he comes out of jail.

According to another official, on the day of the incident, Sahil had consumed alcohol in the afternoon.

The teen, who was returning after changing her dress in a public toilet in order to attend the birthday party of her friend's child, was attacked by the accused with a knife multiple times and later hit by a stone slab.

"After killing her, Sahil went to a nearby park and stayed there for a while. Later, he went to Rithala metro station where, as per his claims, he threw the weapon in the bushes.

"He reached Anand Vihar bus terminal and took a bus for Bulandshahr in UP. A call at his home led police to nab him from Uttar Pradesh," the official said.

Police said the mobile phone of the accused will be checked. His social media accounts will be analysed to verify whether he was in touch with other girls or not.

Meanwhile, the National Commission for Scheduled Castes has sought a report from the Delhi government and the city police over the brutal killing.

Leaders from the BJP, AAP, and the Congress on Tuesday met the family members of the teen.

While AAP leader and Delhi minister Atishi conveyed condolences to the bereaved family, Delhi Chief Minister Arvind Kejriwal announced a compensation of Rs 10 lakh to the victim's family.

Atishi slammed Delhi Lt Governor VK Saxena and alleged that "such incidents can be averted if LG takes responsibility." "Daughters of Delhi are facing violence every day. Such incidents can be averted only if the LG takes responsibility," she said.

BJP MP Hans Raj Hans who met the girl's family members Tuesday morning said no amount of money can bring their daughter back.

Delhi Congress President Anil Chaudhary, who also visited the family members of the victim, said "blame game begins" between Kejriwal and LG every time the "government is held accountable."

"M5 Dhoni": How IPL Franchises Reacted To CSK's Record-Equalling Title Win

Chennai Super Kings clinched their fifth Indian Premier League (IPL) title after defeating Gujarat Titans in a last-ball thriller at the Narendra Modi Stadium in Ahmedabad on Tuesday. Thanks to this victory, they are now tied with Mumbai Indians as the most successful franchise in the history of the competition. It was also the fifth win for MS Dhoni as skipper - a feat that only Rohit Sharma has achieved. The match faced several rain interferences but CSK were able to keep their calm and with 10 runs needed from the final two balls of the match, Ravindra Jadeja stepped up to the occasion and finished it in style.

It was a thrilling end to IPL 2023 which saw the most number of 200+ scores by the sides and a surprising number of high-score chases. In the aftermath of CSK's victory, all franchises took to Twitter to congratulate the winners and hail the brilliance of MS Dhoni for securing another title for his side.

Dhoni also dropped a major update regarding his potential retirement at the post-match presentation.

"If you circumstantially if you see it's the best time to announce the retirement. The easy thing for me to say is thank you and retire. But the hard thing to do is to work hard for nine months and try to play one more IPL season. The body has to hold up. But with the amount of love I have received from CSK fans, it would be a gift for them to play one more season. The way they have shown their love and emotion, it is something I need to do for them," said Dhoni told Harsha Bhogle during the ceremony.

"It is the last part of my career. It started over here and the full house was chanting my name. It was my same thing in Chennai, but it will be good to come back and play whatever I can. The kind of cricket I play, they feel they can play that cricket. There is nothing orthodox about it and I like to keep it simple."

"Will AI Replace Jobs In India?" What Minister Rajeev Chandrashekhar Said

Union Minister Rajeev Chandrashekhar laid out a blueprint for the future of Artificial Intelligence in India in an exclusive interview with NDTV today. "We want to be at the cutting edge in terms of where the AI goes," Mr Chandrashekhar said, quickly adding that the government is also looking to create "guardrails on where AI shouldn't go".

"We also want to create our guardrails on where AI shouldn't go and we have laid out our doctrine for the whole world to follow. We are going to regulate them through the prism of user harm and not follow some other countries," he said.

The Minister of State for IT and Electronics - who is leading a massive exercise involving wide consultation with stakeholders to frame the draft Digital India Act that will replace the two-decade-old IT Act - said, "we will regulate it (AI) in such a way it can't harm a user on the internet, whether it is misinformation or any kind of harm."

Talking about India's digital future, Mr Chandrashekhar said that the country is moving towards a "techade" - a term previously used by Prime Minister Narendra Modi to refer to the decade in which technology predominated and India produced the majority of them.

He said that the government is aiming to make India a "trillion-dollar digital economy" over the next few years.

"We plan to be a trillion-dollar digital economy. We want to take the digital part of the economy from currently six to seven per cent of GDP to 20 per cent," he said.

"There's not going to be any part of the global economy ecosystem where India and its startups won't be a part of," he added.

The minister also dealt with the burning question about AI's impact on jobs - "Will AI replace jobs?"

"I think AI will disrupt but it will also bring opportunities," was Mr Chandrashekhar's response.

"It gives an opportunity to create AI-ready skilled talent which really has a shortage all around the world and India can be in furture a hub for AI-ready talent for India and the rest of the world," he said.

He also spoke about the use Indian semiconductor NavIC chip on a satellite that was launched by the Indian Space Research Organisation ISRO) yesterday.

"This is a very important marker of what the future holds for us. This is a very powerful statement not just about atmanirbharta but also about the deep tech capability to back that up. this is about designing a semiconductor, getting it manufactured, putting it in a chip and having the ecosystem of satellites to support the absolutely independent Global Positioning System that is designed and originated and launched and managed from India.

The ISRO on Monday successfully launched and put into Geosynchronous Transfer Orbit the first of a series of its second-generation navigation satellites - NVS-01 - using a GSLV rocket.

The launch of the NVS-01 is significant as it would ensure the continuity of NavIC (Navigation with Indian Constellation) services - an Indian regional satellite navigation system, similar to GPS, providing accurate and real-time navigation.
